It shall be unlawful for any person or entity to dispose of or place any garbage or refuse in any street, alley, or sidewalk or any other public place within the village, nor shall any person or entity dispose of or place any garbage or refuse on private property, whether owned by such person or entity or not, within the limits of the village, unless the same shall be enclosed in a suitable container so that it cannot be blown about by ordinary winds. Yard waste bags and refuse containers are prohibited from being placed in the village parkway or right of way for pick up prior to three o'clock (3:00) P.M. on the day before the scheduled pick up day. All containers must be removed from the village parkways and rights of way within twenty four (24) hours of the scheduled pick up time. (Ord. 1232, 10-12-2015)
