If any owner of private property is in violation of section 8-1-4 of this chapter, the village shall notify such person in writing to trim such tree(s) or planting(s) within a time and in such a manner to be specified in the notice. The village shall, within a reasonable time after giving such notice, cause such trees or plantings to be properly trimmed and the cost thereof shall be collected by the village from the private property owner.
