No person shall appear with a dog upon the public ways, parkways, within public places or upon the property of another, absent the property owner's consent, without some means for the removal of dog excrement, nor shall any person fail to remove any excrement deposited by such dog. This section shall not apply to a blind person while walking his or her guide dog. Dog excrement on private property is hereby declared a public nuisance if it is determined by the village that such condition impairs the enjoyment or use of the property or adjoining property or is considered a hazard to public health and safety.
