Whenever the ownership of a dog shall change, the new owner shall notify and pay to the village the sum of two dollars ($2.00), whereupon the village shall change the records accordingly for said dog. Any holder of a valid dog license, upon ceasing to be the owner of any previously licensed dog, shall notify the village and pay to the village the sum of two dollars ($2.00) upon transferring of any license from one dog to another dog.
