It shall be unlawful for any person to throw, cast, lay or place upon any street, sidewalk, or other public place within the village, any injurious material upon any such street, and in case of the accidental breaking of any injurious material upon any such street, sidewalk or public place, the owner or person in charge of such injurious materials or the person responsible for such breakage shall at once remove the same from such street, sidewalk or public place.
