4-1-2: PERMIT FEES:
   (A)   Permit Required: The following types of construction require a permit:
      1.   All exterior modifications to a structure or property that changes the physical appearance of the structure or property, except as noted in subsection (B) of this section;
      2.   Any further modifications that alter the layout or design of the structure;
      3.   All new structures, either primary or accessory;
      4.   Any plumbing or electrical modifications to the property or structure; and
      5.   Repairs or replacement of steps or stairs required for ingress and egress.
   (B)   Permit Not Required: The following types of construction do not require a permit:
      1.   Improvements to a home or business that do not change the external appearance or internal layout and design of the structure;
      2.   Replacement of siding on structure, or tuckpointing;
      3.   Garage door replacement or repair;
      4.   Masonry chimney replacement, installation or repair; and
      5.   Window replacement or repair. (Ord. 1169, 11-11-2012)
   (C)   Fees: The fees for the issuance of permits, examination of plans, installation of appliances or equipment, demolition, certificate of occupancy, and moving of structures that require a permit shall be as follows:

$0.60 per square foot for all new business, commercial, industrial, institutional construction for all walkable surfaces including, but not limited to, basements, second or higher stories, storage areas and enclosures
Nonresidential alterations, additions, roofing and accessory structures

Fire suppression system
In addition to any other fees, $0.08 per square foot shall be charged for all areas to be covered by an automated sprinkler system, $50.00 minimum

In the event any building plans are required to be examined by any agency other than the village, then any costs or fees so incurred by the village shall be paid by the applicant in addition to the above listed schedule of fees.
      1.   Starting Construction Without An Issued Permit: The above listed fees may be doubled in addition to any fine which may be imposed for all construction started before a permit is issued.
      2.   Water Usage: In addition to the above listed fees and in all cases of new, single-family construction, the village shall charge an additional fee of twenty five dollars ($25.00) per building permit which charge shall be collected and paid to the village's water fund for purposes of offsetting the village's cost of potable water used and consumed by the building permit applicant prior to the installation of a water meter as required under applicable ordinance. The use of water during the period prior to the installation of water meters shall be unmetered, provided that the superintendent of public works may elect to terminate the unmetered water use if the quantity of water so consumed exceeds customary construction required needs. The use of such unmetered water for purposes of the filling of swimming pools, watering of lawns, and landscaping is strictly prohibited and shall be immediate grounds for the superintendent of public works to immediately and without notice terminate such unmetered water use.
      3.   Administrative Fee: In addition to the above listed fees, the village shall charge an administrative fee in the amount of ten percent (10%) of the permit or inspection fee for all permits or inspections being applied for or requested, but in an amount not less than a ten dollar ($10.00) minimum.    (D)   Building Permit; Application Procedures:
      1.   Permit and contractor's forms shall be completely filled out when submitting applications. Two (2) copies of each of the structure, electrical, and plumbing blueprints must accompany permit applications. Any changes made to blueprints after the initial submission must be filed with the village. All plans and blueprints submitted with the application must have an architectural seal thereon. Failure of applicant and/or contractor to submit blueprint changes shall subject the applicant and/or contractor to a minimum fine of one hundred dollars ($100.00) with a maximum fine not to exceed seven hundred fifty dollars ($750.00).
      2.   Village personnel are to authenticate all contractors', business, electrical and plumbers' licenses, including journeyman and apprentice licenses. A license is also required for a roofer.
      3.   If any license is found invalid, the permit application shall be returned to the applicant with an explanation of the return.
      4.   Upon approval by the inspection service and all of the inspectors, the permit will be issued and the homeowner, general contractor or contractors will be informed of the forty eight (48) hour notice procedure for inspections by the village inspection service. Cards will be provided to the applicant for inspection contact information and that inspection requests should be made to the inspection service, not the village hall.
      5.   All building permits for new construction of primary structures expire after twelve (12) months from the issuance date. All other permits shall expire after ninety (90) days of the issuance date unless otherwise explicitly stated in writing on the permit by the village's inspection service. In the event reapplication is made for a building permit, a six (6) month extension shall be granted for one-half (1/2) of the original building permit fee, or twenty five dollars ($25.00), whichever is greater. After a period of eighteen (18) months from the original issuance date of the building permit, a renewal of the building permit may be made for double the original building permit fee. After a period of thirty (30) months from the issuance date of the original building permit, a renewal of the building permit can be made for triple the original building permit fee. After a period of forty two (42) months after the issuance date of the original building permit, a renewal of the building permit can be made for quadruple the original building permit fee. In no event shall a building permit be allowed to be renewed or in effect for a period of longer than fifty four (54) months. Notwithstanding the foregoing, for structures which are entitled to a certificate of occupancy but are being used as model homes or sales offices, the applicant may pay a renewal fee of two hundred fifty dollars ($250.00) for a twelve (12) month building permit extension and pay two hundred fifty dollars ($250.00) for every six (6) month building permit extension thereafter while the home is being used as a model home or sales office. The village's inspection service shall determine which structures qualify for a certificate of occupancy but are in use as a model home or sales office.
      6.   The village has no duty to notify a permittee of a pending expiration of a permit. Once the permit expires prior to final inspection, the village shall conduct a compliance inspection of the property to determine the status of the project and whether or not permit violations exist.
   (E)   Building Permit Review: All applications will be reviewed by the inspection service within seven (7) days of receipt. Fees for building permits and any other fees (sewer and water tap in fees, and others specified by village ordinance) shall be paid prior to issuance of the permit.
   (F)   Refunds For Permits Not Issued Or Not Used:
      1.   A refund shall not be issued if the fee collected is less than twenty five dollars ($25.00);
      2.   For collected fees over twenty five dollars ($25.00), the Village shall retain twenty five dollars ($25.00) plus twenty five percent (25%) of the amount in excess of twenty five dollars ($25.00), but in no event shall the amount retained exceed one hundred dollars ($100.00); and
      3.   No refund shall be issued for a fee of any costs incurred for the examination of plans by any agency outside the Village. (Ord. 1169, 11-11-2012)
