Unless otherwise stated, any person convicted of a violation of any section of this code shall be fined in a sum not less than twenty five dollars ($25.00) nor more than five thousand dollars ($5,000.00); or where consistent with the provisions of the Illinois municipal code and its amendments thereto, a violation of applicable sections of this code shall be punishable by incarceration in a penal institution other than a penitentiary, not to exceed one year; or by both such fine and imprisonment.
