§ 51.001 PURPOSE AND POLICY.
   (A)   This subchapter sets forth uniform requirements for users of the wastewater collection system of the authority and enables the authority to comply with all applicable state and federal laws required by the Clean Water Act of 1977, 33 U.S.C. §§ 1251 et seq., and the general pretreatment regulations (40 C.F.R. part 403).
   (B)   The objectives of this subchapter are:
      (1)   To prevent the introduction of pollutants into the wastewater systems of this authority that will interfere with the operation of the system or contaminate the resulting sludge;
      (2)   To prevent the introduction of pollutants into the wastewater systems which will pass through the system, inadequately treated, into receiving waters or the atmosphere or otherwise be incompatible with the system;
      (3)   To protect the authority’s publicly owned treatment works personnel who may be affected by wastewater and sludge in the course of their employment and the general public;
      (4)   To improve the opportunity to recycle and reuse industrial wastewaters and sludge from the system;
      (5)   To provide for fees for the equitable distribution of the cost of operation, maintenance and improvement of the POTW’s wastewater systems; and
      (6)   To enable the authority POTW to comply with its national pollutant discharge elimination system permit conditions, sludge use and disposal requirements and any other federal or state laws to which the authority’s publicly owned treatment works is subject.
