(A) A well drilling permit from the township is required for the construction of any new well. There are two phases involved in completing the requirements of a well drilling permit. Phase I consists of drilling the well. Phase II consists of the testing of the newly drilled well for quantity and quality of water.
(B) A well drilling permit shall be required for any well drilled in the township. An original of the application for a well drilling permit shall be filed with the township along with payment of a permit fee in the amount established by resolution of the Board of Supervisors. The applicant shall also provide the township with a copy of the application to and the permit from the county for the proposed well. While one stamped copy may be retained by the applicant, the original application shall remain on file with the township. An application for a well drilling permit shall be filed at least 14 days prior to drilling the well.
(C) For a Class I well, the application for a well drilling permit shall be made prior to or in conjunction with the filing of the zoning permit application. Prior to the issuance of a zoning permit, the drilling of the well and the testing of the water must be completed and the well must be in compliance with the standards of this chapter.
(D) For a Class II or Class III well, the application for a well drilling permit must be filed in order to conduct the water resources impact study required to be submitted with the preliminary plan application for subdivision or land development. Prior to the granting of preliminary plan approval, all elements of the drilling and testing requirements must be satisfactorily completed or made a condition of preliminary plan approval, and all of the requirements of this chapter must be met. If no subdivision or land development is proposed in conjunction with the drilling of the well, the drilling of the well and the testing of the water must be completed and the well must meet the requirements of this chapter, before a zoning permit is issued by the township.
(E) A well drilling permit is required to replace or increase the depth of an existing domestic well that failed.
