§ 91.10 SEWAGE MANAGEMENT POLICIES.
   (A)   The Township Planning Commission and Township Engineer shall review all subdivision/land development plans proposing the use of one or more sewage systems to ensure the design and layout of the proposed OLDS conforms with the township’s wastewater facilities plan (Act 537), this subchapter and all other applicable ordinances of the township.
   (B)   In those areas of the township where public sewer does not exist or are rural/agricultural and are planned for lower density zoning, OLDS shall be encouraged wherever feasible. The following OLDS planning policies shall be followed in these areas to foster the nonsewered approach and the conservation of groundwater resources:
      (1)   Limit expansion of existing centralized public sewer systems by encouraging OLDS;
      (2)   Maintain OLDS ownership with the individual property owner, community association or developer;
      (3)   Encourage the use of innovative sewage systems that reduce water consumption and wastewater generation;
      (4)   Recycle wastewater by relying upon individual OLDS and community OLDS for groundwater recharge via either subsurface or surface disposal of treated wastewater effluent;
      (5)   Promote subsurface disposal of effluent wherever possible;
      (6)   Restrict community subsurface systems to pressurized distribution systems;
      (7)   Encourage water conservation and waste flow reduction by the use of water saving devices, nonwater toilets, wastewater effluent recycling and reuse, and other state-of-the-art water conservation methods; and
      (8)   Require all newly constructed residential, commercial, industrial, agricultural, recreational, governmental or public buildings or structures of any kind to install water saving fixtures, via a separate water conservation ordinance. Such fixtures will reduce the quantity of water required to flush toilets and will reduce the flow rates of showers and faucets.
