§ 90.09 ESTABLISHMENT OF OFFICE OF PLAYGROUND INSPECTOR.
   (A)   Establishment. The Township Building Inspector shall also serve as the Township Playground Inspector unless the Board of Supervisors designates another individual or entity to serve as the Township Playground Inspector. Any person or entity serving as Township Playground Inspector must be a Certified Playground Safety Inspector or become one within one year of being appointed to this position.
   (B)   Responsibilities. The Township Playground Inspector shall enforce and administer all of the provisions of this chapter and of all other applicable rules, regulations, codes and ordinances.
   (C)   Duties. The duties of the Township Playground Inspector shall include: the receipt of applications and issuance of permits for the construction, erection, alteration, repair, refurbishment, removal or demolition of any public playground or any equipment, components or structures thereon; the issuance of all necessary notices and orders to abate illegal or unsafe conditions to ensure compliance with this chapter, and those other applicable rules, regulations, codes and/or ordinances for the safety, health and general welfare of the public; the making of inspections to determine compliance with the applicable rules, regulations, codes and/or ordinances, the undertaking of investigations and other activities as may be required.
   (D)   Records. The Township Playground Inspector shall keep an official record of all business and activities and all such records shall be open to the public for inspection at all appropriate times, except that no individual, owner, operator or other person shall be subject to unwarranted invasion of privacy, and except that all evidence or information shall not be disclosed except as may be necessary in the judgment of the Township Playground Inspector for the proper and effective administration and enforcement of the provisions of this chapter.
   (E)   Inspections.
      (1)   Before issuing a playground permit, the Township Playground Inspector may examine or cause to be examined all equipment, components, structures and/or sites for which a permit application has been filed.
      (2)   After issuing a playground permit, the Township Playground Inspector or inspection agency designated by the township shall conduct such required inspections from time to time during and upon completion of the work for which a permit has been issued. A record of all such examinations and inspections and of all violations of this chapter shall be maintained by the Township Playground Inspector. Upon completion of the work upon the playground, a final inspection shall be made and all violations of the approved plans and permits, as well as of this chapter shall be abated.
      (3)   At the time the playground permit is issued, the Township Playground Inspection shall set a playground permit inspection schedule. Such schedule shall be set so as to permit the Township Playground Inspector inspect the work as often as is determined by the Township Playground Inspector to be necessary to ensure that the work is being done in compliance with this chapter and any other applicable rules, regulations, codes and/or ordinances. The Township Playground Inspector can amend this schedule at any time, so long as 48-hour written notice is provided to the permitee prior to amending the schedule.
   (F)   Collection of fees. The Township Playground Inspector shall keep an accurate account of all fees collected. Such collected fees shall be deposited in the township treasury or otherwise disposed of as required by law.
