The Township Board of Supervisors, pursuant to the Pennsylvania Second Class Township Code, 53 P.S. §§ 65101 et seq., and the mandate of the Constitution of the commonwealth to protect the environment, enact this subchapter to provide a fund from which payment can be made to clean ground or surface water that may be contaminated from a sludge or sewerage spread operation.
