§ 51.136 PROHIBITION ON TRANSFER OR CONVEYANCE OF IMPROVED PROPERTY CONNECTED TO PUBLIC SEWAGE SYSTEM WITHOUT A LATERAL INSPECTION PERMIT.
   No person shall transfer title to an improved property that is connected to a public sewage system without first obtaining from the authority a lateral inspection permit. Any such transfer or conveyance of title to an improved property without obtaining from the authority a lateral inspection permit shall be deemed a violation of this subchapter. Upon discovery of a violation of this subchapter, the Township Code Enforcement Officer shall be authorized to issue a summary citation to the person who transferred or conveyed the property and to the new owner of the property, and the authority shall have the authorization but not the obligation to enter upon the property and perform the inspection at the cost of the then owner of the property and to collect all costs to do so from the then owner of the property. Any costs and charges shall be a lien on the property charged with payment thereof, and if not paid after 30 days’ notice may be collected in any manner provided by law, including attorney fees and costs.
