The authority, upon payment of any application and inspection fee and upon the authority’s public sewage system operator or authority engineer observation of the televised inspection of the lateral noting no inflow and/or infiltration into the lateral nor any holes or damage in or of the lateral, nor any illegal connections, shall issue a lateral inspection permit to the owner who shall transfer said permit to the person to whom the property is sold, conveyed or transferred.
