§ 51.128 REQUIREMENT FOR LATERAL INSPECTION CONNECTED TO PUBLIC SEWER.
   (A)   The owner of any improved property located in this township whose structure or building is connected to a public sewage system shall be obligated prior to a transfer or a conveyance of the property, to cause the lateral to be inspected by a pipeline televising contractor under the direction and observation of the authority’s public sewage system operator or the authority engineer.
   (B)   Access for the televised lateral inspection shall be at the clean-out on the lateral at the property line or if such clean-out does not exist, through the sewer main. The purpose of the televised lateral inspection is to locate any inflow and infiltration into the lateral including illegal connections.
   (C)   As an alternative to and in place of a televised inspection, the authority, at its sole discretion, may perform a visual inspection at the improved property to verify that there are no illegal connections and that all clean-out vents are properly capped and not damaged.
