The Township Board of Supervisors finds that the public health, safety and welfare are detrimentally affected by laterals from improved properties connected to a public sewage system in which inflow and infiltration into the laterals cause excessive flows to sewage treatment plants thereby resulting in overflows of sewage and discharges of untreated or improperly treated sewage into waters of the commonwealth.
