The authority is hereby granted the right to adopt, from time to time, by resolution, additional rules and regulations as it shall deem necessary and proper relating to inspections and repairs of private sewer service laterals that are connected to the system, which additional rules and regulations, to the extent appropriate, shall be construed as part of this subchapter. Any rules and regulations adopted by the authority prior to the adoption of this subchapter shall be deemed rules and regulations adopted pursuant hereto. Only the authority shall have the power to grant relief from or waive any of the requirements of this subchapter.
