(A) Whenever the Mayor or Street Commissioner, as the case may be, finds, on the basis of falling snow, sleet, or freezing rain, or on the basis of an official weather service forecast of snow, sleet, or freezing rain, that weather conditions make or will make it necessary that vehicle traffic be expedited or that parking on city streets be prohibited or restricted for snow plowing or other purposes, he shall declare a snow emergency to be immediately in effect. Upon declaring a snow emergency period, the Mayor or the Street Commissioner, as the case may be, shall as soon as possible notify the local news media of this declaration and request that it be publicized.
(B) Regardless of whether or not a snow emergency has been so declared and so publicized, a snow emergency shall exist and be in effect, and shall be considered to be in force and effect by the general public, at any time when there is an accumulation on a street or the streets of snow or ice and snow of two inches or more for a period of time as long as one hour or more.
(C) After a snow emergency exists or comes into effect, the same shall continue to exist and be in effect until the same has been declared to be terminated by the Mayor or the Street Commissioner, as the case may be, or until the Mayor or the Street Commissioner, as the case may be, has publicly announced that all streets are free of ice and snow.
(D) The Mayor or the Street Commissioner, as the case may be, shall make or cause to be made a permanent record of the time and date when a snow emergency is declared to be in effect and when it is terminated.
