No person shall stop, stand, or park a vehicle in any passenger zone or curb-loading zone when the zones or spaces have been officially designated and appropriately marked. However, the driver of a passenger vehicle may temporarily stop therein for the purpose of and while actually engaged in the loading or unloading of passengers, when the stopping does not interfere with the uses for which the spaces and zones were designated.
