Upon the granting of any request for a passenger zone or curb-loading zone, the Board of Public Works and Safety shall cause the zones to be marked by signs. Before erecting the signs, the Board of Public Works and Safety may collect from the applicant and deposit in the city treasury a service fee therefor, this fee to be in accordance with a schedule to be established by the Board and placed on file in the Clerk- Treasurer’s office. The Board may by general regulations impose conditions on the use of the signs, for reimbursement of the city for the value thereof in the event of their loss or damage, and to insure their return in the event of misuse or upon expiration of the permit.
