(A) The owner or occupant of any premises having a frontage on any street in the city may request permission from the Board of Public Works and Safety to establish and maintain a curb-loading zone or passenger zone in front of the premises. The owner or occupant shall make a written request to the Board setting forth the following information.
(1) The name of the applicant.
(2) The nature of his business.
(3) The location of the requested zone.
(4) A brief statement of the reasons for establishing such a zone.
(B) Upon being presented with an application, the Board shall cause an investigation to be made by an officer of the Police Department. The officer shall proceed to make an investigation, inquiring into the necessity of the establishment of a passenger or curb-loading zone. The officer shall report his findings in writing to the Board.
(C) The Board shall thereupon transmit the written request of the applicant, the written report of the officer, and the recommendation of the Board to the Common Council. The Common Council will proceed in its discretion to reject or grant the request by resolution.
