No person shall stop, stand, or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or traffic-control device, in the following place. On the tree plat or other area between the edge or curb of any street, alley, roadway, or highway and any sidewalk parallel to the street, alley, roadway, or highway, or within 15 feet of the edge or curb of any street, alley, roadway, or highway where no tree plat or sidewalk exists parallel to the street, alley, roadway or highway.
