For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
SECONDARY STREETS. All streets in the city which are not so designated and properly marked as SNOW EMERGENCY ROUTES.
SNOW EMERGENCY. Any time when there is an accumulation on streets of snow or snow and ice of two inches or more for a period of time as long as one hour or more, or when a SNOW EMERGENCY is declared to exist by the Mayor or, in the absence or other inability of the Mayor to so act, by the Street Commissioner.
SNOW EMERGENCY ROUTES. Streets or parts thereof marked as SNOW EMERGENCY ROUTES by proper signs and so designated by name in this code or in any future ordinance.
STREET. Every dedicated way, publicly maintained, and the entire width thereof which is dedicated as a public way and is used by the public for the purpose of vehicular travel and lawful vehicular parking.
VEHICLE. Every device in, upon, or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power or used exclusively upon stationary rails or tracks.
