§ 71.031 EXCEPTIONS TO STATE SPEED LAWS.
   (A)   It is hereby determined on the basis of an engineering and traffic investigation that the speed permitted by state law at the street intersections set out in Chapter 76, Schedule I is greater than is reasonable or safe under the conditions found to exist at these intersections and it is hereby declared that the prima facie speed limit within 100 feet upon every designated approach to and within those intersections therein designated shall be as therein stated, which speeds so declared shall be effective at the times specified herein when signs are erected upon every approach to every intersection giving notice of the prima facie speed limit so declared thereat.

   (B)   It is hereby determined on the basis of an engineering and traffic investigation that the speed permitted by state law on those streets or portions thereof described in Chapter 76, Schedule I, is less than is necessary for safe operation of vehicles thereon by reason of the designation and signposting of the streets as through highways, or by reason of widely spaced intersections, and it is hereby declared that the prima facie speed limit on those streets or portions thereof described in Chapter 76, Schedule I shall be as therein stated, which speeds so declared shall be effective at the time specified therein when signs are erected giving notice thereof.
