(A) No person shall discharge to a community sewer wastes which cause, or are capable of causing, either alone or by interaction with other substances, any of the following.
(1) Fire or explosion.
(2) A solid or viscous pollutant in an amount that could cause obstruction to flow in a sewer or other interference with the operation of the POTW.
(3) Injury to the collection system.
(4) Injury to the treatment or disposal system.
(5) A pollutant that could result in the presence of toxic gases, vapors, or fumes within the POTW in a quantity that may cause acute worker health and safety problems.
(6) A creation of a strong odor or nuisance which would in any way interfere with the effective operation or maintenance of the collection, treatment, or disposal system.
(7) Any interference with the wastewater treatment process.
(8) The Board of Public Works and Safety's effluent or any other product or by-product of the treatment process such as, but not limited to, residues, scums, and sludges, thus rendering the materials unsuitable for reclamation and reuse, or any wastes that interfere with any reclamation or disposal process.
(9) A detrimental environmental impact or a nuisance in the waters of the state, or a condition unacceptable to the Board of Public Works and Safety or to any public agency having regulatory jurisdiction.
(10) Discoloration or any other condition in the quality of the Board's treatment works effluent in a manner that receiving water quality requirements established by law cannot be met.
(11) Quantities or rates of flow which overload the Board's collection or treatment system, or which cause undue expense by the Board in the cost of collection or treatment, or that utilize a disproportionate share of the Board's facilities.
(12) A pollutant including an oxygen demanding pollutant (such as biochemical oxygen demand) released in a discharge at a flow rate or pollutant concentration that could cause interference in the POTW.
(13) Corrosive structural damage to the treatment works or collection system or any sewer or appurtenance owned or operated by the Board, including but not relegated to all waste having a pH below 6.0.
(14) A pollutant from any source of non-domestic wastewater that could pass through or cause interference with the operation or performance of the POTW (wastewater treatment plant).
(15) A pollutant that could create a fire or explosion in the POTW, including waste streams with a closed cup flash point of less than 140°F(60°C) using test methods in 40 CFR 261.21.
(16) Kitchen type waste generated will not be accepted at the treatment plant.
(B) The city shall accept the following trucked pollutants at the city wastewater treatment plant:
(1) Domestic origin septic waste generated in Lawrence County at the rate of $25/1,000 gallons based upon full capacity rating of tank and $50/1,000 gallons generated in surrounding counties of Lawrence County. Partial billing will not be permitted.
(2) Kitchen type waste generated within the city limits will be accepted at the treatment plant at the rate of $60/1,000 gallons based upon the full capacity rating of tank. Partial billing shall not be permitted.
(3) Trucked pollutants will only be accepted during normal operating hours. After hours dumping is strictly prohibited.
(4) Waste of any other origin must receive prior approval by the utilities department on a case by case basis before it will be accepted.
(5) Failure to follow any one of these guidelines may result in loss of dumping privileges at POTW.
