(A) No person shall construct or connect any sewer system or appurtenance, or preconstructed sewer, collection system, pipe, tile, manhole, catch basin, inlet, or any other device or appurtenance that will be connected to the existing community sewer system without a permit from the Board of Public Works and Safety. The permits shall be issued only if all requirements and specifications of the Board are met. The requirements shall contain, but shall not be limited to, the proper inspection of all drawings and constructed systems, and the proper infiltration-inflow analysis of all collection systems. The requirements and specifications shall be furnished in written form by the Board. These requirements and specifications shall in no way replace any existing or proposed federal, state, or local regulatory board's regulations, requirements, guidelines, or specifications, except in the case where the requirements or specifications of the Board of Public Works and Safety are more stringent.

(B) Application for permits to connect with the sewer system or to do plumbing work to be connected therewith, must be made in writing by the owner of the property to be drained or his authorized agent. The application shall give the precise location of his property, the name of the owner, and the name of the person employed to do the work, and shall be made on blanks furnished for the purpose. No permit shall be deemed to authorize anything not stated in the application, and for any misrepresentation in the application the plumber shall be suspended. If the misrepresentation appeared to be willful his license shall be revoked.
(C) Permits to make connection with the sewer system will be issued only when the plumbing in the house or building to be connected is in accordance with the rules for plumbing prescribed in this chapter, and has been inspected and approved by the Sewer Superintendent. In the case of new buildings, permits will be issued when a proper plan for plumbing has been approved by the Sewer Superintendent.
(D) The Sewer Superintendent will designate the position of the Y branch in the street or alley as shown by the records in his office. All connections made with sanitary sewers or drains and all plumbing connecting therewith shall be made under the direction of the Sewer Superintendent.
