§ 50.43 METERS.
   (A)   The city shall meter all service pipes. These meters must be placed where they will be secure from frost. Working room must be left around the meter, and stop and waste valves inserted where the service pipe enters the building. All persons are hereby forbidden to interfere with or remove a water meter from any service pipe after it has been attached by order or permit of the Waterworks Superintendent, unless it is done by a permit or by the Waterworks Superintendent.

   (B)   Whenever it is discovered that any meter is failing to register as the water passes through it, the daily average of water passing through the previous month shall be computed and the amount passing through the meter per day during this period shall constitute the amount of water to be charged for each day the meter failed to register.
