In addition to the special funds already provided, there shall hereafter be a Waterworks Fund, which shall be kept separate as the other special funds are kept. All water rents, dues, incomes, and fines and penalties assessed or collected by reason of the establishment of the waterworks, and all rents of city waterworks property shall be paid to this fund.
