After any water service is discontinued to any property served by the water utility at the request of the customer, there shall be imposed a fee of $20 for turning on the water service. When water service is to be discontinued to any property served by the water utility because of failure to pay sewer or water bills, there shall be imposed a fee of $40 once the service representative leaves the utility office with the certified shut-off list to continue service.

The water will not be turned on in any house or private service pipe except by the Water Superintendent, and after the applicant has paid his charges for the current and past terms. Plumbers and pipe fitters are strictly prohibited from turning the water on in any service pipes except by the permission of the Superintendent. This rule shall not be construed to prevent the plumbers testing their work by letting water into the pipes. A violation of this rule will subject the plumber to forfeiture of his license.

(A) New customers of the water utility shall not be required to pay a meter deposit or a customer deposit to the water utility.
(B) Current customers, who have paid either a meter deposit or a customer deposit to the water utility, shall have their deposit applied as a credit to their next monthly bill.
(C) All other deposits shall be refunded to the customers pursuant to § 50.27.
