The Mayor shall exercise and perform all duties, powers, and functions to be exercised and performed by the “chief executive officer” as that term is defined by the Federal Revenue Sharing Act and all regulations adopted by the Department of the Treasury pursuant thereto. The Mayor and the Clerk-Treasurer are further hereby authorized, empowered, and directed to prepare, certify, and deliver all plans, assurances, and reports, and to do and perform every other act or thing necessary or incidental to the city’s compliance as a recipient government with all requirements of the Federal Revenue Sharing Act, all acts amendatory thereof or supplemental thereto, and all regulations adopted by the Department of the Treasury pursuant thereto.
