§ 33.246 GENERAL PROCEDURES.
   (A)   In the event of a disaster, the warning may come from any one of the following sources:
      (1)   Radio;
      (2)   Television;
      (3)   Civil defense;
      (4)   Emergency warning siren;
      (5)   Messenger;
      (6)   Police; or
      (7)   Fire Department.
   (B)   News information. News information will only be given to any source of news media by the emergency control designated employee.
   (C)   Notification of emergency warning. A person receiving notification of a possible disaster, or an in-department emergency should immediately notify their immediate supervisor. The type of disaster or emergency situation should then be conveyed to all employees with the use of means described in each individual department.
   (D)   Emergency Administrative Committee. The following personnel will constitute the Emergency Administrative Committee. In the event of a disaster or immediate emergency, the Emergency Administrative Committee is to report to City Hall unless the prevailing situation dictates otherwise. Each Department Head may designate an emergency control employee who the immediate supervisor will contact in an emergency. An emergency control center may also be established for each department.
      (1)   The Emergency Administrative Committee members are:
         (a)   Mayor;
         (b)   Director of Administrative Services; and
         (c)   City Attorney.
      (2)   The Emergency Administrative Committee's responsibilities are:
         (a)   Assess nature and extent of all emergencies;
         (b)   Assume control of all emergency actions;
         (c)   Assign tasks to personnel to carry out specific actions;
         (d)   Order evacuation if deemed necessary;
         (e)   Take any other action necessary to protect life;
         (f)   Annually review plans and revise as necessary; and
         (g)   Instruct personnel of their duties under this plan.
      (3)   (a)   Departmental Emergency Control Designated Employee Responsibilities: plan training exercises to test evacuation plan.
         (b)   In any emergency situation, the ranking member of management present shall have final authority to coordinate procedures, and amend, modify or supersede any provisions of this plan in order to ensure employee safety.
   (E)   Emergency Control Center. Emergency actions should be coordinated at the Emergency Control Center, which will be designated as City Hall. If this office is not available, report to the most convenient office of the department affected. If the emergency situation warrants the administrative committee members to meet on site, it will be the emergency control designated employee's responsibility to notify, and give the location where members are needed.
   (F)   First aid services. All supervisors and assistant supervisors are required to be certified by the American Heart Association/American Red Cross to provide first aid. They will be available to administer first aid in the department, or in the event of a complete evacuation at a safe assembly area outside the department.
   (G)   Utility controls. All maintenance personnel will know the location and operation of main controls for shutting off the gas, electricity, and water leading into the building.
