For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
LONG DISTANCE PHONE CALL. Calls made to areas outside the local area of lodging.
OVERNIGHT TRAVEL. Travel for authorized official business to a location more than 25 miles from the city that requires an overnight stay.
OFFICIAL BUSINESS. The following guidelines are to be used to define official business:
(1) The travel is for educational purpose (training, seminars, and conferences) and the subject relates to city government and the employee’s profession; or
(2) The travel is to organization meetings or conventions, and the subject relates to city government and the employee’s profession; or the city is a member of the organization; or the individual was invited by the organization as an official representative of the city; or
(3) The travel is necessary for performing a city function and incidental to regular performance. Travel would be necessary to attend individual conference or meeting if the subject is related to the operations of the city. This type of travel will not be approved if the business can be conducted by telephone (includes fax) and/or mail in a timely and appropriate manner.
TDY (TEMPORARY DUTY LOCATION). A place, away from an employee's official work station, where the employee is authorized to travel.
TRAVEL STATUS.
(1) An employee is in travel status during all time for which it is reasonably necessary to be away in order to conduct official business, as defined herein, and the following conditions are met:
(a) Professional duties require the employee to be away from his or her work station substantially longer than an ordinary day's work; and
(b) The employee needs to sleep or rest to meet the demands of his or her work while away from home. This rest requirement is not satisfied by merely napping in one’s car.
(2) Where an employee combines travel for official business with personal travel, the employee will not be considered in travel status during that portion of a trip which is not reasonably necessary for the official business portion of the trip, unless expressly allowed under this policy.
WORK STATION. The location of the employee's assigned permanent office.
