(A) All persons seeking employment with the city shall submit a written application therefor, to the Personnel Director. The form of the application shall be that prescribed by the Personnel Director. However, applications for appointment as policemen and firemen shall submit a form as may be prescribed by the respective department chief concerned.
(B) All applications shall be filed in the office of the Personnel Director and shall become a part of the applicant’s file regardless of whether the applicant is selected for employment or not.
(C) Individual personnel files shall be made available to city department heads and other city executives, but may not be removed from the office of the Personnel Director. Personnel files shall be considered confidential and shall not be made available to persons other than "confidential clearance employees" as designated by the Mayor.
(D) The city is an equal opportunity employer and all advertisements for applications shall indicate this fact.
