(A) Pursuant to I.C. 36-7, the Common Council, upon due notice having held a public hearing, an opportunity to be heard was granted to all residents and taxpayers of the city and to all other interested persons having considered the testimony and evidence presented at said public hearing and their own personal knowledge of dwelling accommodations and need for a housing authority to function in the city, the Common Council finds, determines, and declares that: unsanitary and unsafe inhabited dwelling accommodations exist in the city; and there is a shortage of safe and sanitary dwelling accommodations in the city available to persons of low income at rentals they can afford; and there is a need for a housing authority to function in the city.
(B) The Housing Authority established in division (A) above shall be composed of seven members appointed by the Mayor, one of whom must be a resident of a housing project under the jurisdiction of the Housing Authority and no more than four of whom may be of the same political party, in accordance with I.C. 36-7-18-5.
