There is established an Economic Development Commission pursuant to I.C. 36-7. Said Commission shall have and exercise the powers and duties now and hereafter prescribed by law, and it shall perform and exercise those duties and powers in the manner now and hereafter prescribed by law. All of the territory included within the corporate limits of the city shall constitute a taxing district for the purpose of levying and collecting special taxes for the purposes as provided by law.
