(A) There is hereby established a Board of Public Works and Safety within the executive branch. Such board shall be the chief administrative body of the city and shall have control of the day-to-day operations of the following executive departments which are hereby established:
(1) Police Department.
(2) Fire Department.
(3) Street Department.
(4) Sanitation Department.
(5) Department of Transportation.
(6) Department of Cemeteries.
(7) Waterworks Department.
(8) Sewerage Department.
(9) Department of Administration.
(B) The members of the Board of Public Works and Safety shall be the Mayor and two voters of the city who shall be chosen by the Mayor and serve at his pleasure.
(C) The Board of Public Works and Safety may, by resolution, delegate to the Mayor, the authority to manage the day-to-day operations and supervise the personnel of the departments under its control.
