§ 97.07 CONSTRUCTION REQUIREMENTS.
   (A)   Sidewalks are to be constructed on a prepared subgrade of four inches of crushed stone using 4000 PSI entrained concrete at a depth of four inches and a minimum of five inches at driveway crossing.
   (B)   Width shall be the same as the adjoining sidewalk. Should no adjoining sidewalk exist, the new sidewalk must be constructed to a width of four feet.
   (C)   The new sidewalk will be constructed with traverse control joints similar to the surrounding walk. The length of the joints is not to exceed one and one-half times the width of the sidewalk.
   (D)   Isolation joints to be installed whenever restriction to freedom of either vertical or horizontal movement is anticipated. Isolation joints to be one-half inch thick expansion material placed sidewalk depth against existing solid objects 48 feet apart within new walk.
   (E)   Sidewalk handicap ramps must be placed at all street intersections and drive crossings should elevation of drives and walk warrant installation. The top joint filler for all ramps and walk installations shall be flush with adjacent concrete.
   (F)   New sidewalks and handicap ramps must have broom-texture finish transverse to the slope of the ramp. If a different aesthetic finish is desired it must conform with the style/finish of the sidewalks adjacent to the new sidewalk and must be approved by the Street Commissioner. Any additional expense incurred to install a sidewalk with a finish other than a broom-texture finish must be paid for by the individual. The city will supply all ADA warning pads.
   (G)   All sidewalk handicap ramps must meet or exceed construction specifications as required and must be in compliance with the Americans with Disabilities Act.
   (H)   After the construction of the sidewalk is complete, the space behind the walk shall be backfilled with suitable soil material to the required elevation or sloped in a manner to coexist with lawn areas.
   (I)   After the construction of the retaining wall, it must be at the required elevation to prevent the existing property from encroaching onto the pedestrian walkway.
   (J)   If the retaining wall is built of masonry, the foundations shall extend at least two feet below grade and shall meet all the structural requirements for foundation and bearing walls as provided in the Indiana Building Code.
   (K)   If retaining walls are built of timber, all main structural members shall be securely joined together with bolts of sufficient size and length to meet the design requirements.
   (L)   If a retaining wall is taller than four feet in height, measured from the bottom of the footing to the top of the wall (not measured from exposed wall), then a building permit will need to be obtained from the Planning Department and must have a drawing of the proposed work attached.
   (M)   Apply anti-spalling penetrating curing compound to the finished sidewalk to minimize damage caused by premature cracking and spalling.
   (N)   Landowners must call in location before digging.
