(A) No person shall place, store, keep, or accumulate any refuse in or upon any private premises, except if it is separated, prepared, and kept in containers as herein provided or as may be directed in a specific case by the Street Commissioner.
(B) Any unauthorized placement, storage, keeping, or accumulation of refuse on any premises is declared to be a nuisance and is prohibited and shall be deemed a violation of this chapter.
