Except as permitted by law (such as 327 IAC 15-6), it shall be unlawful for any person to store or stockpile within a drainage way any hazardous or toxic materials unless adequate spill protection and secondary containment has been provided and approved by the city so as to prevent any such materials from entering a drainage way and being carried off the parcel on which it was stored.
