The city is authorized to establish minimum design standards for storm water discharge release rates and to require dischargers to implement on-site retention, detention or other methods necessary to control the rate and volume of surface water runoff discharged into the storm water drainage system, in the following circumstances:
(A) A parcel of land is being developed in a manner that increases the impervious surface area of the parcel; or
(B) The city determines that allowing discharges to exceed the existing rates for the subject property will cause flooding or other harm or loss of use to downstream property owners; or
(C) The city determines that the discharge is a violation of the drainage, flooding, soil erosion or pollution control regulations of this chapter.
