The city is not responsible for providing drainage facilities on private property or for the management of storm water on that property. It shall be the responsibility of the property owner to provide for, and maintain, private storm water runoff and pollution control facilities serving the property and to prevent or correct the accumulation of debris that interferes with the drainage function of a water body.
