Storm water runoff facilities, after construction and approval, shall be maintained in good condition, in accordance with the approved construction plan, and shall not be subsequently altered, revised or replaced except in accordance with the approved construction plan, or in accordance with approved amendments or revisions in the plan which have been reviewed and approved by the city.
