It is the purpose of this chapter to establish minimum storm water management requirements and controls to accomplish, among others, the following objectives:
(A) To minimize the deterioration of water quality in existing or future watercourses;
(B) To minimize increases in non-point source pollution caused by storm water runoff;
(C) To eliminate existing sources of storm water pollution;
(D) To establish legal authority to carry out all inspection, surveillance and monitoring procedures necessary to ensure compliance with this chapter;
(E) To maintain the integrity of stream channels for their biological functions, as well as for drainage and other purposes;
(F) To minimize the impact of development upon stream bank and streambed stability;
(G) To reduce erosion from development or construction projects;
(H) To preserve and protect water supply facilities and water resources by means of controlling, stream erosion, and runoff pollution; and,
(I) To reduce the adverse impact of changing land use on water.
(J) To establish post construction requirements to comply with 327 IAC 15-13-16, Storm water quality management plan post construction storm water runoff control.
