§ 156.04 DOWNTOWN ECONOMIC DEVELOPMENT TARGET AREA.
   The following additional requirements apply because the property is located inside the Downtown Economic Development Target Area:
   (A)   The building front must adjoin the sidewalk across the width of the building, and there must be a continuous storefront along the sidewalk, except for traditional piers and recessed entries. Projects that include parking lots adjacent to the sidewalks do not qualify, subject to the Board’s right to waive this restriction.
   (B)   Residential uses are encouraged above the street level. Residential uses are permitted in the rear of ground floor areas, but the first 1,000 square feet from the front of the building is to be reserved for retail or office space and is not to be residential.
   (C)   Street facades, particularly at the street level, should include windows, signs and architectural details that can be appreciated by people on the sidewalks.
   (D)   Historically significant buildings should be preserved. New buildings should be compatible with these buildings, but not the same style or styles.
