(A) For the purposes of this study, the jurisdictional planning area (JPA) relates to the area beyond the city corporate limits over which the city has taken planning responsibility. This area varies by distance but generally follows a line approximately one mile from the corporate limits.
(B) While population statistics are not specifically available for this area, a housing count was conducted by HNTB. Based on this count, it was established that there are some 280 households in the JPA. According to 1980 census statistics, the average household size of Shawswick Township homes was 2.82 persons. Using this density, it can be noted that some 790 persons reside in the city’s JPA. Using county population projection ratios, a slow 20-year growth rate of 1.4% is projected. The growth rate will result in a net addition of only 12 more persons or roughly four more households. Based on a review of trends in building permit records, it is believed that the rate of growth will be higher than 1.4%, although a slow to moderate rate is all that is expected.
