(A) Prior to the filing of an application for a taxicab driver’s license with the Bedford Police Department, the Bedford Police Department shall photograph and take the fingerprints of the applicant and keep the photograph and fingerprints as part of the permanent records of the Bedford Police Department. Upon receipt of the application for a taxicab driver’s license properly approved by the Chief of Police and accompanied by the applicant’s remittance of the license fee, the Bedford Police Department shall issue to the applicant a taxicab driver’s license which shall show the following:
(1) The name and address of the applicant;
(2) The license number;
(3) The expiration date and/or duration of the license; and
(4) The right thumb print and a small, full face photograph of the applicant, the size of which shall be determined by the Bedford Police Department.
(B) The Bedford Police Department may, at its discretion, issue in lieu of the regular license, a temporary permit authorizing the applicant to drive a taxicab for a period of not more than ten days, at the end of which time the regular license shall be granted and issued to the applicant or the application therefore shall be denied.
