No license shall be granted to any person to operate any taxicab unless the person has a permanent office from which to control and regulate the operation of his or her taxicabs.

(A) No additional vehicle shall be added to or used by the holder of any license until he or she shall have reported the addition to the Bedford Police Department, made application for a license for the additional vehicle, and received a separately numbered license plate for the additional equipment. The application for additional equipment shall be made upon the same forms and there shall be furnished the same information provided for in the original application for a license.
(B) In the event of an emergency wherein extra taxicabs would be necessary for the transportation of passengers, and subject to the approval of the Bedford Police Department, temporary operating permits, good for seven days from and including the date of issuance, may be issued to the applicant upon the proper application for and upon the payment at the time of the application of a fee of $5 for each temporary operating permit. This shall apply only to taxicab operators having previously secured the regular city license for the operation of a taxicab service, provided each vehicle had been issued a certificate of inspection.
(C) In the event of any disaster or emergency such as a flood, riot, war, evacuation, or any catastrophe, the Bedford Police Department shall have the right to suspend the foregoing requirements for temporary operating permits during the emergency.

TAXICAB DRIVER’S LICENSE
No person shall drive a taxicab within the city without first having secured a license to do so from the city, which license shall be in full force and effect. The license shall be prominently displayed in the taxicab so that it can be readily seen and read by all passengers carried by the driver. The annual license fee for a taxicab driver’s license for the calendar year shall be $5.

Every person desiring to drive a taxicab in the city shall, before undertaking to do so, file with the Bedford Police Department an application in writing for a taxicab driver’s license, sworn to by the applicant, which application shall show the following.
(A) The name and address of the applicant;
(B) The address of each place of residence of the applicant during the three years prior to the date of the application;
(C) The place of employment, the kind of employment, and the name of each employer of the applicant for the two years immediately preceding the date of the application;
(D) The age and sex of the applicant;
(E) The applicant’s experience in general motor vehicle operation;
(F) Whether or not the applicant has ever been convicted in any court of any crime or misdemeanor, and if so, the facts concerning each conviction;
(G) Whether or not the applicant uses intoxicating liquors or beverages;
(H) A photocopy of the applicant’s state public passenger chauffeur license;
(I) Upon the face of the application, a certificate of the Chief of Police that the applicant has been examined as to his or her ability to drive a motor vehicle under the traffic code of the city and the traffic laws of the state; a statement as to the conviction of any crime or misdemeanor; and a statement that, in the opinion of the officer, the applicant is a fit and proper person to receive a taxicab driver’s license; and
(J) A certified copy of the applicant’s driving record obtained by the applicant from the Indiana Bureau of Motor Vehicles.
