§ 111.14 TRANSFER.
   (A)   Licenses and permits issued pursuant to this chapter shall not be assigned or transferred, nor shall they, or either of them, be used by any person other than the person to whom they were issued, except as herein provided.
   (B)   No person shall transfer, loan, or permit the use of his license or permit by any other person, except as herein provided.
   (C)   Where a person who is not himself soliciting or peddling, has taken out licenses for bona-fide employees, and the licenses are issued in the names of the employer and the employee, the license may be transferred subject to the following conditions.
      (l)   The license and the permit must be presented to the Clerk-Treasurer.
      (2)   The permit is to be retained by the Clerk- Treasurer.
      (3)   A notation must be made upon the license to indicate its transfer from one employee to another.
      (4)   The new employee must comply with the provisions of § 111.11.
      (5)   The transfer may be made upon the payment of a transfer fee of $15.
