§ 97.30 OBSTRUCTING SIDEWALK.
   (A)   No person shall congregate on any sidewalk in this city, so as to prevent the free passage of all persons on and along the sidewalk. It shall be the duty of any police officer to order all persons so congregated to disperse and leave the sidewalk, and not to congregate thereon again. No person or persons shall disobey any such order.

   (B)   No person shall obstruct the sidewalk in front of their store or place of business by placing on the walk any bench, platform, or other devices on which to display their goods; or place on the walk any boxes, barrels, or anything else that will obstruct the free use of any portion of the sidewalk.
