§ 97.21 ONE-HALF OF STREET TO REMAIN OPEN.

No person shall trench or otherwise excavate in any street, so as to obstruct the street for more than one-half its width at any one time, but shall at all times leave the street so that one-half thereof shall be open for use and free from obstruction.
